Moderator: Today we invited various guests from the education sector, associations, enterprises and the government to discuss the topic of healthy tourism. From a literal point of view, healthy tourism seems to be used to benefit more people, regions, and related fields. I would like to invite you to talk about how to understand healthy tourism from the perspective of work and experience, and share some ideas and practical cases about healthy tourism for reference.
Gao Yuanheng: Healthy tourism, an imported word, is less mentioned in China at the moment. Overseas research on healthy tourism mainly focus on tourism demand, considering how to make tourism activities accessible to more people. Healthy tourism shows distinctly new features in China. It enables more people to enjoy tourism, while sharing the fruits of tourism development.
To some degree, the development of healthy tourism shows a periodic feature, which is the first feature shown after China has entered the phase of mass tourism, and to be exact, the phase of all-for-one tourism development. All-for-one tourism contributes to the better connection between tourism and other related industries. From this perspective, China in the very beginning of healthy tourism, not only with more tourists, but also with more people sharing benefits brought by tourism.
An obvious example is the southern city of Guilin. Chinese often take vacations with certain regularity. For example, during the Spring Festival, National Holiday, even Women’s Day and the Double Ninth Festival, some people will take vacations to go traveling on a small scale. The southern province of Guangxi has implemented a paid-leave system since 2014. Starting from August 2014, people work at government agencies, enterprises, etc., in Guangxi, would take centralized and alternate vacations from August 1 to 20 annually, making it possible for people to enjoy traveling.
In addition, Longsheng, a national-level poor county in Guilin, largely and typically benefits from the development of tourism. Longji Rice Terrace is the famous scenic spot in Longsheng, where there is a village called Dazhai, about 270 villagers living there. With the joint development of tourism and agriculture, villagers shared year-end bonus of 7.2 million yuan last year, lifting people out of poverty, and more villages work to develop local tourism, which is called thirteen villages in Longji. That means, up till now, China has already on the way to the further development of healthy tourism.
Moderator: Today, there is a well-known saying in China that green mountains are also gold mountains. Guilin is committed to the development of travel products from the very beginning, making more tourists enjoy the scenery here. Dean Gao mentioned that the core of tourism is the local villagers and people. The local ecological protection has become a new drive of the development of Guilin’s tourism, improving a more harmonious tourism development environment, which is summed up from the development experience of Guilin in decades.
Guilin has long been known for tourism, while Hengqin Island, a district in southern city Zhuhai, may be less familiar to people, where the development of local tourism is getting off the ground. Hengqin, however, just across the river from Macao, enjoys a high starting point, which means it can form a tourism community with Macao basically. Besides, Hengqin has a prominent orientation given by the State Council, called international leisure tourism island. What are the avant-grade measures and ideas Hengqin implements in developing healthy tourism?
Zhang Ximin: The State Council promulgated the master plan for Hengqin in 2009, when Hengqin New District was designated as a national new district, approved as a national free trade zone in 2015, and officially designated as an “international leisure tourism island” in 2019. Hengqin is a newly-rising star of tourism development and the practice of healthy tourism. In accord with its initial orientation, Hengqin projects to make tourism and exhibition industry become one of its six pillar industries. From the aspect of industrial planning, it is not only a tourism project ,but also an industry. Therefore, the orientation, at the very start, includes tourism, people’s livelihood and industry.
The master plan for Hengqin International Tourism Resort Land has defined the development of leisure tourism, which can promote the development of other industries. The idea of “tourism plus”, including tourism plus exhibition, tourism plus health care and other new formats were put forward. Chimelong is a bit more special. Chimelong resort officially opened in 2014 and developed well, drawing more than 80 million tourists last year. Chimelong resort has largely improved the income level of local residents in Hengqin, and gave birth to pension industry in Shenjing village with characteristics. The whole village, with a series of distinctive projects, serves Chimelong resort. It improves the quality of tour experience, and offers benefits to people.
Tourism planning and urban construction planning of Hengqin is also deeply integrated. Some of the projects under construction are huge cultural tourism complex with culture, exhibition, performing arts, scientific and technological experiences, etc. Guided by the vision of healthy tourism, it develops a people-centered approach, bringing brand-new experience to tourists and citizens.
Insisting on giving priority to ecology, 70% of Hengqin Island, which is 106 square kilometers in total, are ecological protection areas. That means only 27 square kilometers of land can be built. Therefore, at this point, considering the whole island space, a large number of leisure places have been built in the central and northern parts, while developing national wetland parks with rich ecological resources. On the one hand, it makes it more easier for tourists to take the perfect We-chat Moments snap at an Internet-famous site and it is also a place for citizens to experience ecology on the other, making people be healthier both physically and mentally.
At the closest part of Hengqin and Macao, there are merely 190 meters apart, making the two places into the same city. Especially since the opening of the 818 Hengqin new port, the two places have really been combined. Now there is a very vivid analogy called customs clearance within several seconds. It only takes 30 seconds to complete customs clearance from Hengqin end to Macao end, contributing to the integration of two cities. At the moment, the governments have been trying to implement the idea of “one city and many stops” in Hengqin and Macao. The General Secretary has also given the overall positioning to Hengqin and Macao as Hengqin Macao Deep Cooperation Zone, leaving more room to look forward to in the future.
Moderator: Hengqin has shown inclusiveness in terms of its positioning. In the first place, it aims at serving Macao in an all-round way, instead of developing island tourism in isolation. In fact, Hengqin is a community with Macao in some aspects. The second is to serve the development needs of the whole Bay Area in all aspects, being the back garden of the Bay Area in a sense. Besides, based on Chimelong resort, Hengqin, advocating science and technology empowerment, has built many public service facilities, including Huahai Corridor and wetland park, making it become the preferred travel destination for family tours in China. Hengqin, a new participant in tourism, brings about new ideas. It implements innovative administration, where there is no Tourism Bureau or Cultural Tourism Bureau in Hengqin, but Social Affairs Bureau instead. This shows an important concept for tourism industry and tourism development in Hengqin New District, integrating tourism into the overall socio-economic development.
Sunac has a characteristic of building a city in the city. Many Sunac cities across the country are not only tourism projects, but have also become communities, serving tourists and allowing local residents to enjoy sound tourism services and living environment. Each Sunac city is a large community, relating to hundreds of thousands of people. How to explore healthy tourism development environment shared by tourists and residents?
Liu Jun: Sunac Cultural Tourism City has indeed been adhering to the model of “comprehensive development of large residential areas plus culture and tourism projects”, aiming at becoming a “family joy supplier” in China. Development and operation of Sunac projects center around the same theme, with the approach of “combination of industry and city” adopted. “Industry” refers to cultural tourism projects, covering diversified parts. Take Sunac Chengdu Cultural Tourism City which has just been built as an example. The business formats are rich, including the largest indoor ski-slope in the world at present, as well as an ultra-large indoor water park, theme parks, shopping malls, show venues, three hotels, conference centers, etc. Located at Dujiangyan, not Chengdu, the project has also attracted 100 thousands population. Dujiangyan is a county-level city with a present population of 300 thousands and a target population of 460 thousands. Possibly, the project may attract people and keep them living around, so it is a combined project of industry and city.
As the Moderator said just now, it is a super-large community shared by tourists and local residents. It attracts visitors and provides people living here, including new residents, with the best commercial, catering and entertainment facilities, which are even better than average cities. Therefore, the satisfaction and comfort of our residents are higher.
There are considerations for the construction of such projects.
Firstly, the investment in large-scale Cultural Tourism Cities is tens of billions yuan of magnitude. It is necessary to pay attention to the integration of projects with local life, and to make it free to the public as many as possible. For example, theme parks can be joyful and exciting tour projects for tourists. However, for the residents in the local surrounding cities, theme park is like one of the city gardens, where they can enter at any time. People may take a walk here, go to the park and eat in the evening. What’s more, they can also take their children to the family amusement center to have some fun, and see the cute pets that children are obsessed with in the adorable pets park.
In fact, for such a city, the project itself, make it possible for the city to accept a large number of tourists during the peak tourist season. For example, during the past National Day holiday, the whole project accepted 809,300 tourists, accounting for one third of the total number of Dujiangyan visitors. At the same time, it has also made a great qualitative leap in improving vitality of the city and the life standards of residents.
Secondly, the project attaches great importance to develop in harmony with nature and respect cultural in a friendly way. For example, the world’s largest indoor ski-slope mentioned is located near Qingcheng Mountain, with huge size in length of 480 meters and more than 100 meters at the highest point. Benefits from geographical position advantage, with the main peak of Qingcheng Mountain close at hand, so local people strongly support the project. Therefore, we should integrate the project into the whole mountain line from the image and never break the beauty of nature.
In addition, a special amount of Sichuan culture will be incorporated into the whole project, so as to create novel experience to visitors while local people can feel kindness, and even feel proud of the project. Finally, local residents said three sentences to the project. First, worship the water in Dujiangyan. Second, seek Taoism in Qingcheng Mountain. Third, have a happy gathering in Chengdu cultural tourism city.
Moderator: Your experience is not only about sharing of host and guest, but also has a key word, openness. That means the project is not to build a closed park, but to create a new space in the city. The new space contains more things that make people feel happier in their lives, so people are strongly looking forward to it.
Mr. Falcon is from the Russian tourist association “World without Borders”. Russia has vast territory, and many Chinese tourists are full of feelings for Russia. Mr. Falcon, from your point of view, may I ask you about your understanding of healthy tourism and the good practical experiences Russia in developing healthy tourism?
Falcon: Most Chinese tourists choose St. Petersburg as their first destination during the journey in Russia, with Moscow as the second, Lake Baikal in Irkutsk as the third, and Vladivostok in Russia’s Far East as the fourth. At the moment, a big problem is that the local people are a bit unwelcome to the situation where a large number of tourists flow into the area they live.
To solve this problem, firstly, we must redistribute the passenger flow. First, it is necessary to make more promotion of other tourist destinations and introduce tourists to visit other places except the four places. Second, local governments need to bring in investment in tourism infrastructure and make tourist destinations become attractive places.
At this point, 90% of Chinese tourists travel to Russia by taking package tour. Travel agencies will decide which shopping mall and hotel to take tourists to according to their own interests. It results in uneven distribution of tourists in many shopping malls and hotels. To get this problem solved, it is necessary to give more opportunities to those small and medium-sized enterprises to recommend their resources to travel agencies and tourists.
B2C promotion counts. It allows tourists to choose places they want to go, instead of following the recommendation of travel agencies, which is also very important to local enterprises. It will make some local travel enterprises feel unfair if solely relying on the recommendation of travel agencies, since the conditions of some enterprises are so good as the others, but there are no tourists. In other words, some enterprises are indeed selling resources to travel agencies, but the price is unfair, so travel agencies can earn more. From a larger perspective, some enterprises think that the urban tourism industry is developed, but it does no good to their enterprises, so they will also be opposed to it.
Since 2001, China and Russia have an intergovernmental visa-free travel agreement, under which Chinese tourists do not need to apply for visas if they travel to Russia by taking a group tour. The agreement brings about great convenience, creating favorable business climates to relevant enterprises and making them be active to organize good tour groups to go traveling there.
Presently, group tourism is developing well, and individual tourism also plays an important role. Starting from 2021, Russia will promote the electronic visa policy, which means tourists no long need to join the group tour or get the invitation, they can visit the official website of the Ministry of Foreign Affairs, register for an account and provide personal information. They can start the journey four days of approval. There is almost no formality by printing a paper from the web page. All Visitors need to do is to take the paper, as well as passport to buy tickets and cross the border, and then, they can choose where to go, which hotel to stay in. This will be good for the development of personal tourism and will also benefit small businesses in Russia.
Moderator: Thank you, Mr. Falcon. You mentioned an important situation just now, that is tourists want to experience local life, but sometimes they also interfere with local life. Therefore, the government of Russia has done something to reduce the growing consumers in the four most popular tourist destinations and to introduce more new tourist destinations to consumers.
I think China’s tourist destinations tend to agree that the more visitors, the better, even meet the population target of ten or twenty million and over 100 million per city, as if the growth can be endless. In fact, in my opinion, the growth of tourists, the same to healthy tourism, should pursue a balance between local community life and tourists’ feelings. Therefore, the speech delivered by Mr. Falcon today, has brought us a crucial revelation of how to view what a mature tourist destination should be like, instead of the merely endless growth of tourists.
The pandemic, especially in the first half of the year, causes significant shock to tourism industry of China. Yet in the meantime, every practitioner sees an opportunity, that is tourism industry of China is entering the overall internal economic cycle. Last year, China had 160 million outbound tourists and 300 billion US dollars in overseas tourism consumption, which may remain at home as a whole in the next two to three years. This also requires to get high-quality tourism products be well-prepared! Where there are good products, there are opportunities. Therefore, from your work perspective, we would like to learn your suggestions on how to promote the high-quality development of tourism industry in China with the idea of healthy tourism.
Gao Yuanheng: The Moderator mentioned that people used to go traveling abroad have all returned to domestic tourism and I would like to report to you a newly learned data: the head of a hotel in Hangzhou told me that there were a lot of outbound tourists in the Yangtze River Delta. Influenced by the pandemic, they could not go abroad, so they chose to visit high-quality domestic destinations. The hotel earned a revenue of 100 million yuan from more than 400 guest rooms during the summer vacation. It shows how strong tourism consumption power and motivation can be.
Extensive ICT application has been boosting high-quality tourism development of China in recent years. In terms of infrastructure construction, the high-speed rail ranks first in the world with more than 30,000 kilometers and good travel experience. Tourism service facilities, all-for-one tourism and national tourism resorts etc., also enable tourists to enjoy the convenience together with local residents, improving quality of tourism.
As the epidemic situation in China is under control, people are now beginning to put forward new demands for high-quality tourism. For example, with the establishment of the Ministry of Culture and Tourism, it calls to meet people’s culture demands, enlarging the impact of travel in people’s insides, instead of merely going out for simple appreciation.
First, the tourism industry has a low threshold. In fact, it is not difficult for any industry, including agriculture, industry or commerce, to enter tourism industry. It is easy to enter and participate in the tourism industry, and it is also easy to share the fruits of tourism development. Therefore, from the perspective of the post-epidemic era, firstly, I think we should work to the integration of tourism industry and related industries, just as what Director Zhang said about tourism plus.

Second, strengthen integration. I have to show my appreciation to Sunac. There is a Sunac project next to my school, which started trial operation in December. Sunac is indeed a city-building model. Yanshan District, where Sunac is located, is a remote area with backward development. Sunac, however, has been playing an important part in driving the city. It built a city first, largely contributing to the golden tourists route between Guilin and Yangshuo. Integration is critical, just like the integration of Hengqin and Macao, the integration of people’s livelihood and tourism industries of Sunac projects.
Third, strengthen tourism science and technology. I have had exchanges with some tourism Internet companies. They said we are not tourism companies, but Internet companies. I believe Meituan should have this orientation as well. The application of science and technology in tourism is now a frontier exploration. There was a discussion on whether science and technology, such as VR, AI, virtual simulation, and 3D holography, etc., can replace human tourism behavior. Recently, a deduction in the academic circle has come to a conclusion that these technologies can help people better understand travel, but they cannot replace human tourism behavior. People have deep feelings when go traveling themselves and it is different from those feelings brought by scientific and technological means. But indeed, these technologies can help us understand tourism well.
At last, let’s talk about the high-quality development of tourism. Since I work at school, I would like to mention that as a service industry, the development of tourism closely relates to the relationship between service providers, people who is served and consumers. Therefore, I advocate that government departments and enterprises attach more importance to tourism education and personnel training. Only with well-trained service providers can we provide high-quality services. Only if tourists are satisfied can tourism development have better prospects.
Moderator: Thanks for the sharing delivered by Dean Gao. I strongly agree with the last point you just made, that the development of science and technology cannot replace people’s actual communication and contact with the world and with each other. Last week, I went to the Beijing Digital Exhibition, which was very cool. But I also came to the conclusion that once the cultural relics are digitized, though it seemed cool, I could not have the emotion and shock when I saw a real cultural relic.
Therefore, science and technology can only be helpful to enhance people’s experience and help us acquire more information, but what tourism needs to do is to truly bring good feelings, warmth and tourism quality to people, so that we can have better enjoyment in life.
Tourism industry in Hengqin has just started, but it has the advantage of backwardness, developing market-oriented tourism industry. How will Hengqin achieve high-quality development of tourism industry under the concept of healthy tourism?
Zhang Ximin: With less burdens of the past and high-end starting point, it is less stressful for Hengqin to implement tourism transition and upgrading. For example, Chimelong has become a world-class tourist destination because it has been sticking to a high-end and high-quality line.
I’d like to share with you a group of data on Hengqin’s 7-day Golden Week Holiday. During the holiday, the number of tourists visiting Hengqin did not decrease, but increased by 36% over last year, which is not an merely increase at a certain point. Though the biggest resort, Chimelong Resort, only recovered 90% of its visitors amount last year, Hengqin Island, achieved a 36% growth in total, with the largest growth of a threefold increase from the creative tourism projects.
I analyzed one of the factors. Due to the pandemic, more people go traveling within provinces and cities, and projects in Hengqin can exactly meet the demands. Hengqin government also paid much efforts in fighting against the pandemic. Therefore, tourism is the largest livelihood industry, which is not only significant to local employment, but also crucial to all walks of life. So the government launched support measures of 60 million yuan in April as it responded to the epidemic this year. First, the government encouraged scenic hotels to offer a 50% discount. Second, 20 million coupons were issued, covering all items of food, housing, travel and shopping. Third, by financially supporting travel agencies, the government organized citizens in Zhuhai to visit Hengqin. A series of measures, coupled with projects planned this year, we see opportunities and development during the Golden Week Holiday this year, explaining the importance of high-quality development of tourism.
In addition, both the development of products and services should insist on putting people first, focusing on people’s needs. Hengqin has launched a series of island-wide ecological leisure projects, including Huahai Corridor of 10 kilometers long, green ways of 104 kilometers long, wetland parks covering over 3 square kilometers and mountain old road system of 31 kilometers long, all of which focus on people.
The 5G era is approaching. The tourism supporting system of Hengqin Island is high-grade, as Hengqin is advancing tourism informatization and upgrading of tourist services and experiences with science and technology in an orderly way.
In combination with the positioning of “International Leisure Tourism Island”, Hengqin will join hands with Macao Institute for Tourism Studies to introduce Macao’s international tourism standards. Macao enjoys a high-level tourism, and the hotel service industry is also a benchmark worldwide. Therefore, the introduction of Macao’s tourism standards will comprehensively improve tourists services and allow tourists to have brand-new experiences, which is also a powerful measure for high-quality development.
Insist on innovation, take innovation as the driving force and guide. Changlong has become a world-class tourist destination through innovation. Hengqin Sumlodol Camping Town has also become a demonstration base for RV camping in China. These high-quality destinations with innovative development concepts are always full of visitors.
What’s more, the innovator mentioned, is also a perfect integration of culture and scientific technology, as well as a demonstration of scientific and technological innovation. They enhanced the movie IP through VR and AR techniques, making it possible for tourists to go wherever they wanted and played a main role or a member of stories. This kind of technological experience is very popular with tourists now.
The Hengqin Branch of China Red Sandalwood Museum allows the culture of Forbidden City to walk outside the museum and into the campus. I believe these projects can be brand-new experience for tourists. And I think Hengqin is on the right path and will always stick to this direction.
Moderator: It seems that Hengqin buried a seed for its tourism development. It may take some time to score gains, but as it grows step by step, both the infrastructure and scene updated will certainly be popular with consumers. When people talk about tourism at modern times, or high-quality tourism after the epidemic, they consider most about whether it is worth it or not, instead of distance and pricing. Therefore,It is our utmost mission to win the trust of consumers and their favor.
Sunac has already given many examples. I believe Sunac has always been doing innovation, because product innovation must be market-oriented, which is the real vitality of an enterprise. Now, let’s welcome Mr. Liu to share your opinions of how to meet the market and promote high-quality development after the epidemic?
Liu Jun: According to our statistics, although the Cultural Tourism City has met great challenges during the epidemic this year, it has fully returned to the level of last year. In particular, Cultural Tourism Cities in Chengdu and Chongqing, which just opened on September 19 and 20, are even much more popular than they used to be in previous years.
The Chengdu Cultural Tourism City project was somewhat at a loss after the Spring Festival this year. Though the project is almost completed, it feels confused about the development direction in the future. At that time, provincial and municipal leaders often visited the project, discussed with us and decided to declare the project open on June 30, eventually forming a bright spot for the new outbreak of tourism in the whole province.
Based on the situation in July and August, some cultural and tourism projects newly opened after the epidemic received more than 500,000 people, of which the snow world had an average of more than 2,000 people per day, with a peak of 6,000 people, hitting the world record.
We talked about inclusiveness just now, it should be accessible to everyone. People are divided into different groups and groups, not abstract human beings, but specific groups. The speech delivered just now mainly talked about the happy life experience brought to citizens. At the same time, the composition of the tourist population in the whole region has changed. According to previous statistics, tourists coming here was mainly over 40 years old, accounting for more than 60%, that is to say, it is relatively aging. When the project was completed, a large number of young people around the country came to Cultural Tourism City, changing the composition of the tourist population in the city.
There is also a particularly good phenomenon, the large number of people fond of skiing. Skiing is a high consumption. Skiing enthusiasts, with high net worth, relatively come from rich families. In summer, they often go to Australia or New Zealand for skiing, but they will definitely not be able to go abroad this year. So skiing enthusiasts outside this region come to Chengdu Cultural Tourism City in large numbers. More than 30 national snowboarders came here to do training, forming a demonstration effect. The most professionals, enthusiasts and beginners ski here, forming good products and bringing new vitality to the whole region. The project also benefits the local people, because it provides a sum of job opportunities. According to statistics, more than 3,000 people are employed, providing more than 10,000 jobs.
With the development of Sunac in the southwest region and nationwide, Xichang, Kangding and other places will develop high-end hotels. Kangding, in particular, a five-star hotel will be built under the poor plateau conditions. If you go to 318 National Highway, you can stay in this five-star hotel in Kangding, which is very close to Hailuogou, a paradise for photographers. All the projects can revitalize the local economy and significantly benefit people’s livelihood and employment.
Moderator: Sunac projects are not a competitor of Qingcheng Mountain and Dujiangyan, but a valuable supplement to them. A key element to enhance the vitality of cities should be strengthening local consumption, especially repeated consumption. It may encourage people to ski and enjoy delicious food on weekends, becoming a regular consumption scene. Therefore, in a sense, the project is changing the composition of population of Dujiangyan District.
Liu Jun: We should always have a humble attitude towards nature and the culture created by our ancestors. Therefore, even with such a large amount of investment and projects in a large scale, we need to respect nature and ancestors. No matter it is a spot full of natural landscape or Taoist culture, We are thinking more about forming the best supporting facilities for such a good place, so as to keep tourists living here, and enjoying the local life, instead of a short stay.
Moderator: Mr. Falcon is an old friend of China. This year, Mr. Falcon experienced the whole process of China falling into the epidemic and recovering from the epidemic. From your perspective, how do you view the impact of the epidemic on China’s tourism industry? And what opportunities may arise? We are looking forward to your suggestions for tourism development of China.
Falcon: I have talked a lot about domestic tourism in China today. Guests and speakers have also given a detailed introduction. From an international perspective, the promotion intensity of China’s tourism industry in the international market is still insufficient, which may not fully attract foreigners to visit China.
Qiongyou recommended today is a perfect platform, introducing domestic tourism resources in China. But this platform is unfamiliar and unknown to foreigners. There is currently a lack of such a platform, for Russians who want to visit China to learn about China’s tourism resources. They can only consult for a local travel agency presently.
The platforms will recommend the tourism products of the enterprise, that Russian tourism companies cooperate with, to tourists. For example, there is Russian inbound and outbound tourism company experienced in developing China market. Its main partners are now in Beijing, Shanghai and Sanya. As you can see that all of its tourism products are related to the three destinations mentioned. Therefore, it is necessary for China to establish more international platforms to introduce tourism resources.
At the moment, many tourism platforms in China are introducing foreign tourism resources to attract Chinese tourists to visit abroad. But these platforms are less helpful to attract foreign tourists to China. How can China do promotion of tourism resources abroad now? Governments of some provinces and cities in China will organize small promotions to foreign countries. But they are all on a modest scale, not particularly big. Some provincial governments promoted in Moscow and asked me to organize local tourism companies to participate. Compared with 20,000 Russian tourism companies in total, I could only organize limited companies to come.Different tourism companies face different ordinary tourists.
